This is another Google accessibility initiative. If, however you have enabled the Google Accessible search engine, you won't be able to enable the keyboard shortcuts. It has been set up so that you have to chose one or the other. But that doesn't matter as you don't need the keyboard shortcuts if you have set up the accessible Google search engine view. Both these features are particularly useful if you are using one of the free screen readers that doesn't have the same sophisticated hotkeys as commercial software like Jaws that would otherwise make browsing more difficult.
